I have The Intel Core I7 3770k 3.5 GHz

And i really don't know why my CPU Fan won't even care about the High temp and run quiet only some time is look like the cpu fan going to run a bit faster but is only for a couple sec

and again drop down to normal speed which is 2111 RPM

Everything is new and i tryed to change the RPM in bios but won't let me go any higher than 2111 RPM

Thought maybe to buy the Corsair Hydro H100i

plug your h100i usb link in to a on board usb. Use the cosair link software to control the fan speed . The cpu read outs you have is measuing pump speed not fan speed. The fans are controller by the cosair link softwae on board the pump its self and are set to balanced. So they will run at middle of the range rpm and not change that much.

About Overclocking Hmm i really Don't Know Because Some Say It Shortens the life of the processor etc.. so everything RUN Quite Smoothly At The Moment So I decide Not To Overclock It

sorry about that some reason I thought it said u was using a h100i. Yeah stock cooler are really bad and they only thing is to change the thermal paste and double check that all the plastic clips that hold the fan in place. Are fully clipped down. if you get the h100i and you will see the difference.

That is quite normal for the Intel Stock fans, wouldn't worry too much about it, as long as you stay away from the 90c zone.

Yea the temps are fine if you are using a stock cooler. If you want to overclock get the H100i.

Well, my obvious question for you is: is your CPU fan header plugged into the correct fan socket? Meaning, the one labeled 'CPU' on your board.

You could also just plug the fan into an unresisted molex using an adapter to make it run at 100%. Though, it will make your ears itch.

try lowering the vcore a bit,make sure to test it afterwards to make sure it's stable.

when everything is set to auto theres more voltage being pumped through the chip and therefore more heat generated

Running the stock cooler would not be wise if you are gaming or running high end components, its almost a cooler to get you by or to test, but for day to day use i would recommend a aftermarket cooler, (air or liquid) just make sure it will fit the case.
