Yup. Smarter people than you or I running the companies. Regarding the DDR3 thing, they're (late) in the process of halting DDR3 production and replacing it with DDR4 production. Diminished availability has always made the prices rise. You simply bought your sticks during an overproduction period.

Memory pricing is going up because there is a higher demand for the chips. So yeah, RAM pricing has been going up across the board for a while now.

Yes, memory pricing is going up and the expectation is that there won't be a decrease until 2017Q4.
