Hello again! I am wanting to tune my RX 470's voltage to just right, and I need some help figuring out how to do so. Any help is appreciated, thanks!

What do you mean tune it? Are you overclocking or trying to lower idle power use?

Idle power usage. Not OCing right now, as silence is currently more important to me than extreme performance.

Reduce voltage in steps of 5mvs until its unstable then lower it to 2 and then 1. Dont touch power limit

What program do you suggest I use?

NVM afterburner works. I like traditional OCing better rather than the wattman type.

Now that I am back into familiar territory with afterburner this should be easy. Thanks!
