Weird noise comming from PC

Even idle its making this noise.. I have a liquid cooler, could it be the pump? Or just a minor fan that I can just replace. I attached a recording to the noise.

Sounds like a fan is clipping something, check for anything on the fan or near it

found the issue, its my video card... I checked nothing in the way, tried cleaning it, still making noise
