I have heard AWFUL things about xigmatek PSUs, it could be supplying your system with less power it requires, the easier things you can do however are using DDU to clean ALL video drivers and reinstall Geforce Experience, if that doesn't change anything then troubleshooting will be longer [:

Are you sure they are fps drops, not lag? How good is your internet?

I understand that I also come from a country with less offerings, a Zalman was the best cost benefice I could afford, have you disable XBOX DVR? there has been a lot of issues concercing fps drop because of it as you can see in the following:
https://support.steampowered.com/kb_article.php?ref=6239-DZCB-8600

Even if you have never even opened xbox app it is set to run automatically, nonetheless that post above shows how to disable it through the register.

I wouldent worry about an fps drop like that. That is a standard, explosion on screen dip. As long as you don't dip down to like 20 something fps, I wouldent worry too much. Just remember to update your drivers as often as possible.

That makes sense. More players means more in the scene to render. Remember, your graphics card renders more than what you are just currently looking at on screen.

Your CPU might the cause of the issue here, Try playing a match with bots with all graphical quality on maximum, it is not advised decrease it all because your GPU will be then underperforming and causing system lack of harmony, it might sound weird but you do have to push your GPU a bit harder for it to "wake up" and do its job.

You can Use either HWMonitor logging the status or have MSi Afterburner running on background, play a little the game and then take a SS of the MSi Afterburner monitoring, focus on Clock Speed, Memory Speed, Memory usage, GPU Usage, GPU Temp, CPU usage, CPU temperature or collect the logs of those through the HWMonitor and post in here, this could help us figuring out if this issue is coming from the CPU or GPU.

*Edit, more players means more work on the CPU that will be organizing the world with more variables, the impact on the graphics card is minimal since rendering a character or not won't change much its work, while for the CPU to ensure that it is providing the information of what the character is doing for the GPU to render will get higher load.

GPU got maxed out correctly and the CPU is no where near temperature problems, you can rule CPU bottleneck/issue off the list, this is coming from your GPU, you said it came with a factory overclock right? does the core clocks fluctuate too much?

I agree that he should use heaven or valley for testing as it will provide more consistency than CS:GO, if the core clocks fluctuates too much it could be a signal of the clock being too high and increasing power limit + decreasing the factory OC a little might make it stable... a GPU running on a higher clock than it can not always shows so through artifacts or shut downs but through decreased performance.

Cinebench OpenCL Results are all over the place..... I was getting 150fps with my 950 and 130 with my 1060...

Don't use it for GPUs..

Run Firestrike and show us a screenshot of the result....
