The computer I just got through building will cut off in the startup process but will start the 2nd time the power button is pushed.I cut the fast boot off will that help?

I reseated the  memory ,checked all the connections and checked all the motherboard screws.I restarted it 6 or 8 times and I think it may be fixed.
