Fullscreen on second moniter issue.

This is what i see every time i fullscreen a video thats maximised on my second moniter. Im Not sure whats causing it, It persisted after i did a full reinstallation of my OS. I Use windows 7. And this always happens on a maximised window that is designated 2. so its not some specific moniter issue. Tried with other browsers and same thing.b3a3871a079c746d553693a042a48c78.jpg

If you cant tell it cuts off a part of the left and top and shows all windows behind it there or my desktop

Stupid question to clarify, the monitors are the same resolution and running at native resolution through windows?

Edit: Additional question: Does the same issue persist in other full screen applications like netflix and such? and does the problem persist if you set that monitor as your primary?

I also dont think its HTML 5 players because it dosnt matter what kind i try or switch to.

The person here was able to fix the issue by disabling the peppershockwave player in chrome. Have you tried anything like VLC ?

It only does it with players in browsers. on desktop browsers have nothing to do with it. And yes i use VLC for any video files.

God damn it I know I've had that issue with my computer before and I don't remember what resolved the issue.

Upgrading to windows 10? When the page isnt maximised and i fullscreen it dosnt happen but i keep haveing to catch my self. I plan on doing my rebuild project and painstaikingly upgrading to win 10 because i have to  so i wont have this problem for 2 much longer.Just till febuary

I am running 10 now, but I know it wasn't doing it for long. An issue like this would have made it so that I couldn't sleep

If you go to display settings, and there is something about changing the size of items in there. Something to do with super high definition displays and text englargment. Tinker around with those settings and see if anything helps. 

Btw you're not running anything like a surround system right?

alright, so the browsers have been uninstalled, and reinstalled, you said you even did full OS installs. One workaround I've found is that if you open the video in fullscreen on the TV and then hit f11 to fullscreen the browser, it seems to be working for most. Doing more digging still.
