Hey guys, I'm building my 1st gaming PC now, and I've got the following specs already:

AsRock Fatal1ty H170 Performance

I5 7500 or 7600

Thermaltake NIC C5

CS 550M

HyperX Fury 16 (8*2)GB of DDR4

NZXT S340 Black

3 AF 140mm Quiet Edition Red LED

1 AF 120mm Quiet Edition Red LED

My question is: should I get the rx 480 or the gtx 1060?

My goal is to play modern games at 1080p@60fps, such as The Witcher 3, Ashes of the Singularity and Skyrim SE (with as much mods as I can), Dark Souls 2 and 3 and some other games.

They both trade blows in DX11, DX12/vulkan the 480 wins. I'd go with the rx 480 8gb. Has more vram so it'll help with all of your mods much better than 6gb of vram and will probably be improved in the future as AMD tends to improve their drivers over time anyways

If you need to shave off a bit of money, you could replace Kaby Lake with Skylake... And the 480 for sure, due to AMD's increased support of the upcoming low-level API's as well as the increase in VRAM.

The 7500 is a better value compared to the 7600 but if you really want to go with that motherboard I would actually recommend getting a 6500 instead because you don't really take advantage of Kaby Lake (other than the marginally higher clock speed) if you're on a Skylake generation motherboard.

after the ReLive update the RX480 has came out on top most of the time, its better in DX12 and Vulcan and trades blows with the 1060 in DX11 but only a few fps either way. the RX480 is cheaper and preforms the same or better

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

I already bought the motherboard. The skylake here is like $1130 and the kaby lake is like $1150.

So, the rx 480 is better then?

Should I stick to the msi or the nitro+ or red devil are good enough? Even the xfx can do with aesthetics as the fans are replaceable.

I like the msi for the afterburner (don't know if it'll work on other gpus and as I've heard, wattman is not good atm)

I'm most worried about temps than noise. 

And also, should I do the undervolting stuff?
