If he doesn't want to overclock, he doesn't need it. The 5820K at stock runs really cool....

The nicest build I could make under your budget. If you want the corsair ram badly, it will get over your budget. Ram speed doesn't matter at all so you won't notice a difference between the speeds. Also, I put in the Kracken X61 because it is a great cooler and I put in a less expensive case because since you are water cooling, you don't need as much airflow but this will still give you plenty

To be sure if the CPU can handle it, rather you safe and choose the 2666, I got it. :)

Would you personaly go for and aircolling like Noctua or a watercooling?

On your list you mentioned the corsair 300r case, does it have a good airflow and is it good for additional casefans? Thats why I went for the more expensive case from Corsair (540 air).

The games I am going to play on it are heavily CPU oriented (like CSGO). I am nearly force to OC it aleast a bit since it only runs at 3.30 or 3,40 (5820k / 6800k). I would love to have numbers around 4,00 to have a good outcome while gaming and streaming.

When doing any OC -> watercooling? If no OC take aircooling?

I encourage air cooling over AIO coolers. However all of the coolers you mentioned would do a great job. 

 

I still think that a cheaper Haswell E chip would be better than Broadwell E chip price/performance ratio-wise

Yes. For Haswell-E or Broadwell-E at least.
