tv on pc not working

Do other external monitors give you the same issue? Have you tried a different cable? Do other devices connected to this TV exhibit the same behaviour?

my other monitor is fine and the it works fine on ps4 and i have tried two cables and two gpu

The only real think I can think of is that your GPU on your laptop may be dying slowly at this point. Or that specific input on your TV may be bad.

The only thing I can think of is totally re-installing your GPU drivers, but I doubt that would solve anything. Its worth a shit at least. Also, are you connecting via HDMI or VGA?

When in doubt, re-format.

im on a desktop with gtx 1060 with dispalyport to hdmi on the not working monitor

Do you use custom refresh rates through nVidia control panel?
