I bought a prebuilt pc about 2 years ago and I want to upgrade the GPU so I am thinking about upgrading to a MSI GTX 950 but I'm not sure if it will bottleneck.

Please help

Specs:

GPU: GeForce GT 610

CPU: AMD FX(tm)-4300 Quad-Core Processor

Memory: 8.00 GB RAM

Operating system: Windows 7 Home Premium

I would get a 1050ti, its around the same price as a 950 and performs better

Around the performance of a GTX 960 for comparison.

Personal build >  New-ish AMD main gaming setup

   PLEASE QUOTE OR @ ME FOR A RESPONSE xD

Plan for a card that will last. Sli tech is total garbage so if that's how you plan to further upgrade one day ... then you should  just start off with a better card.

But will the 1050ti bottleneck my cpu

1050ti is slightly better then a 1050, so yes, you FX 4300 at stock speeds will bottleneck a GTX 1050ti.
But if you OC it to about 4.8 Ghz then it becomes a hardware limitation, not a bottleneck as stated in the article above.

I'd say get a used card a 950 or 960 or used 750ti or a new RX 460. Much better suited for the CPU.

Then get an RX460, but the 1050 TI is much better than the 950.

RX460 = pretty close to a GTX 750TI, a little better.
