It's doable, but it's not easy. I would try this: look for a used or refurbished prebuilt say from HP or Dell etc. It's gotta have at least a Sandy bridge i3 or i5, and 4GB of RAM (8 preferable). Look to pay about £80 for that. Then take the rest of the money and look for an RX 460, GTX 750 Ti or GTX 1050 that doesn't use a 6-pin connector, so that you don't have problems with the power supply from the prebuilt. If you choose a Small form factor prebuilt you'll have to do a half-slot graphics card, there are half-slot 750 Tis that I would do.

Today, I picked up a Dell Studio XPS 8100 with an i5-750, 6gb of DDR3, and Windows 10 64 bit for 175 CAD. A few days ago, I picked up a used Sapphire HD 7950 Dual-X for 65 CAD, and finally I bought a Corsair CX450M for 70 CAD. In a few days, I might drop in another 2-4gb of RAM, and maybe an SSD (or at least an HDD).
