OBS issues when streaming CSGO

So ive recently started streaming on Twitch and like everyone i am fighting an endless battle angainst OBS. I have had many problems apear and disapear but there is one thing i just cant fix. Whenever i stream csgo the game feels unbelevably choppy even though i have a constant 180-250 fps even with OBS running. it feels like my monitor going from 144hz to 20hz all of a sudden. i havent had this issue in any other game even ones that require high end PCs to stream properly like Arma 3.

If anyone could help with this problem id be very thank full

 

Software used:

OBS (64 bit)

CS:GO (low graphics settings full HD)

 

Hardware:

Gigabyte GTX 1070 

Intel i5-4670k

16GB HyperX DDR3 RAM

ASUS Maximus IV Formula

use the nvidia one not obs

You could use Shadowplay to encode gameplay and OBS to steam whole thing. I don't know if that would or will help on the issue.
