Fluctuation in clock speeds?

I'm just sitting here starring at RealTemps, and I noticed that my processes clock speed is changing from 3.3GHz to 4.0Ghz (It's OC'd at 4 GHz) I'm assuming this is normal, and most likely good for the life of my processor. What do you guys know about this?

Wait, usage, or actual CPU frequency? If it's the latter, yes you should be worried because that's not normal. If it's usage, that's fine. Or it's turbo boost spazzing out.

I'm not sure, to my understanding while Overclocking, you set your processor to certain frequency and it stays there. I don't know how I would measure it's usage. I guess I don't understand the question
