I would recommend upgrading to / saving up for a 7970. 30fps isnt really playable.

it's not like he will gain much jumping from 7950 to 7970.

Well, you will not get a lot out of getting a 7970, so if you are actually going to save more money, getting two 7950 or 7870 will serve you the best. Having two GPUs splitting the amount of work it has to do to render frames across three displays. If you are thinking about getting a single GPU which will support three displays, at or over 30 fps, try for GTX 690. ( I knew that it is a lot but it is really hard on the GPU to supply adequate numbers of frames to three monitors.) Don't expect to get a lot of frames over three displays using a GPU at a price point under $500 at this point. Running two GPUs will really help.

690 is a dual GPU card.

A 7970 would likely out perform a 690 in eyefinity due to the larger frame buffer.

Eyefinity also works better then Surround in my experience.

I would not go with a 690 for surround. Either a Titan or 2x 4GB 670/680's

depend on games, most game feels smoother and less input delay@60fps.

I notice a big difference between 30 and 60. I find things don't actually seem smooth until I get 45 fps.

But a 7950 can pump out 60+ FPS in Dirt 3, Tomb Raider (high settings, without tressFX), Call of Duty (insert number here), Skyrim (YES there is an eyefinity fix), sleeping dogs etc...

The eyefinity fix for skyrim doesn't work on the newest patches for skyrim. You have to be before 1.03 or something stupid for it to actually work. You can get 5760x1080 with no HUD fix to work but the HUD is still screwed.

Yeah. its soo annoying. I can get it to work @ 6048x1080. just UI is screwed up and I don't seem to be the only one having a problem. there's a whole topic over at widescreen gaming forum. Because its only a port you can't just adjust an ini file :(
