Windows Server 2016 Licensing Question

Go to solution Solved by Electronics Wizardy,

Its for cores, not threads or smt.

for 2x 6 cores your fine with base pack.

Hey guys, I am confused about Microsoft's 'per-core' licensing scheme for Server 2016. Does a server need to have 16 cores or 16 threads for me to not have to buy additional core packs? In other words, I want to have a 2x6 core Xeon server that has hyper threading which means that there are 12 physical cores but 24 threads. Does Microsoft's licensing care about the hyperthreaded cores or not? Thanks for the help. I have been looking around online but can't find a clear answer.
