Ram issues

My friend was having fps drops in gta 5. I noticed in task manager that it was only showing 4GB instead of 8. So I took out the ram and tested one stick in the second slot and it didn't work. I tested the other stick in the second slot and now it still won't boot. Wtf? Suggestions? Asrock h170 board with gskill ripjaws ddr4 

Unsure what power supply to pick?

The slot could be dead, try other slots.

My Rig:

CPU: Intel i7 5820K @4.3 GHz; Mobo: MSI X99A SLI Plus; Cooler: Cryorig H5 Ultimate; RAM: 16GB HyperX Fury Black; GPU: MSI R9 380 4GB; Case: Fractal Design Define R5 Black w/ Window; SSD: Samsung 850 EVO 256GB and 500GB; HDD: WD Blue 1TB; PSU: EVGA 750W P2

Peripherals:

Monitor: LG 29UM57; Headset: HyperX Cloud II; Keyboard: Gamdias Hermes Mechanical; Mouse: Zowie EC2-A

I would say that slot is dead

Both sticks don't work in the fourth either. They were in the second and forth.

My mobo is an h97 so I can't test it. Should I recommend him to RMA the mobo or ram?

I haven't and thats my issue because I don't have known working ddr4 on me.
