Start with a gpu upgrade. I5 4th gen is very capable still as you might have i5 4460 or i5 44xx or even i5 45xx which are great 

Id get a 10gen gpu from nvidia like a 1050/1050ti or best would be 1060 6gb

As for amd a 480 which is almost same as 1060. 470 or 460 would be weaker
