CPU limiting gaming experience

Recently I updated my GPU from a GTX 960 to a GTX 1060 to gain better gaming performance. But I got a punch in my face. After running the games seeing no increase in FPS at all I started monitoring my system while gaming. I recognised all my CPU cores are running at 100% load at 60 degrees. So this must be the limiting factor. My CPU is a i5 4460. Which CPU should I at least get to get an increase in FPS? I don't want to change my whole system so I'd like to stick with the 1150 socket.

An i5-4460 is fine for a GTX 1060. Did you up the settings or resolution at the same time? 

Aerocool DS are the best fans you've never tried.

Rainbow Six Siege. It has a high CPU usage, but limiting FPS so hard... Haven't changed the setting at all. Almost all of my settings are low and off. I am only getting 80 FPS right now.

Haven't tried another one yet. I am not playing that many different games. Can try BF1 tho tomorrow. But I am also having high CPU Usage in Windows, like 50-60% which I think isn't normal.

Tackling this first would be best...

Even with things open (not playing media, but still idle, maybe browsers are open) you shouldn't be seeing much CPU usage even then... like under 5-10% at most times when not doing anything, by itself.

Look through your machine and clean/optimize its startup/currently running programs setup and see whats causing those spikes above normal.

I'd check to see if there's a process that's taking up all of you CPU power. Seems a little odd.

4770/k, 4790/k, 1231 V3 would be the three CPUs I'd look at if i was upgrading.

@dizmo Checked out my processes and found two talking some CPU power. One process is a normal Windows 10 one which I should not deactivate?

 

@deXxterlab97 just played BF1 for a while. CPU is always running at about 98% usage.

 

@SkilledRebuilds I have almost nothing in autostart. Only nvidea, realtek hd, logitech, cam and gigabyte drivers.

Haha, yeah 53% is a little much for a process to be taking up. Just get rid of that entirely and I think you'll be good.

I don't want this to be normal that is why I bought the GTX 1060 which is fine during the game. Only my CPU is having issues. I want to achieve about 150 FPS.

Your not going to get 150. Unless everything is off, the game would look hideous. At max settings my RX 480 gets 80 with a small overclock. The only cards I've seen get 150 are 1080s. Idk though, it might be really low for cranked down settings

I can afford buying a i5 4690K and a Xeon 1231 v3 (maybe a i7 4770 if I get a good deal). Which one would you recommend me to buy?

I'd probably go with the i5, or Xeon. If you want to try overclocking, the i5. If not, I'd go with the Xeon.
