USB Tethering Help

So, i have Riftcat on my phone, friend didnt use his account anymore so he gave it to me, but anyways. I have a galaxy S6 without a simcard in it, and i want to USB tether it to my desktop to play VR. This doesnt make sense, but why do i need mobile data to USB tether? dosnt make sense but ok. Is there any way i can USB tether, while having wifi on my desktop to play the online VR games, without needing the simcard?
