well, if you streamed in 720p, an i5 would be fine. 1080p tho, you'd prob need an i7. bear in mind that youd need 5mbps-ish/up for 720p and about 10 for 1080.

PC specs: i7 4770s, Zotac GTX 1070 Mini, 16GB DDR3L 1600MHz (2x8GB, cheap Crucial RAM), Crucial BX500 480GB , 2x WD Blue 1TB, Seagate Barracuda 1TB, Windows 7

Laptop Specs: i5 5350U, Intel HD something, 8GB (probably DDR3 idk), 128GB Samsung(?) SSD, MacOS whatever the newest one is

I'd go for a Xeon 1231v3 or i5-6600k. No real point in going above 720p30 or 60FPS unless you're partnered because of bitrate limitations. 16GBs of RAM and a 1050Ti or RX 470 would both be fine to keep cost down but also maintaining a good enough FPS for the stream.

720p streaming. 1080p streaming isn't worth it because of bitrate limitations. Heck most partnered streamers only stream in 900p but they can use higher bitrates. You could do 1080p in like Minecraft, Rocket League and other low end games but not worth it as your be stretching the 3500 bitrate limit to twitch. Also an i7 isn't needed for a starter streamer
