The Dark Rock Pro 3 and NH-D15 (and then some Cryorig one I can't remember: Salazar Studio did a video on it though) are all really quiet, and if your motherboard plays nice you might be able to set a custom fan curve with the software for it that will allow you to have the fans off, though on my motherboard I have to use the CPU_OPT header to do this, as the CPU_FAN header will not let the fans turn off.

the fan on the cpu is more quieter than a case fan because the case fan is exposed. completely passive cpu coolers fell out of fashion a few years ago. im still using my cooler master z600 passively.

AFAIK:

the only heatsink still advertised as completely passive is the latest incarnation of the scythe ninja but there is no motherboard that completely turns off CPU fans

Your motherboard dictates the speed your fans run at. My board has a "silent" setting in the CPU fan settings and I can't hear it below like 50C.

Is this for your i5-6500? If so, the Cryorig H5 can serve as a mostly passive heatsink that only kicks in at very high temperatures (which your CPU will probably never hit).

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

Well, without GPU noise, the cooler is the only moving part in the entire system, the fan is set at the silent profile in fan xpert 2+, I will run some stress tests and tell you teh artificial load temps.

ith everything at the silent preset, the hottest core hit 63 degrees Celsius and the package was 64. That was running intel burntest.

Are you not running any case fans or turn those off as well? What about the psu?

Try lowering your fans speed. You're fine up to 80-90c at load.

Try lowering your fans speed. You're fine up to 80-90c at load.

Everything else is off (minus the 660 but that will be gone soon) 

The fan is as slow as I can control it to. Fan Xpert 2+ does not allow me to put it any lower.

This is also only at idle, because load noise makes little difference to me, but for some reason it is much more noticeable at idle.
