I PC is set up is a place with no outlet nearby. moving the setup is a no go. The only way to power everything is a 25' extension cable that goes up and over a wall to a Rocket-fish 12 outlet surge protector. Unfortunately the other end is connected to an unprotected outlet. Would it help to replace the outlet? Please let me know of any tips to prevent a fire or electrocution.

If you mean unprotected as in not grounded you will want to look into getting it proper installed and grounded. Using an extension cord is not idea but is possible as long as you have the proper size cord for the load you will be pulling. What hardware or devices are you planning to run on all of this.

Extension cords are all rated based on their current (or wattage) over a distance.  Longer distance, higher load, you need a heavier gauge cable.  Here's a table (scroll down): http://www.homedepot.com/c/factors_to_consider_when_choosing_extension_cords_HT_BG_EL

Keep in mind this is the "open air" ratings.  If you put it under rugs then the cable can't shed heat so the rating changes.  At 25' you can probably use any extension cord you'd like.

Ungrounded is probably OK.  Try it, see if you get any issues, ground to your plumbing pipes (which go to the *ground* if they're made of metal and not plastic) if you do have issues.
