would it be worth to crossfire 2 amd gpus or would it be worth only having one card being that the cpu only has 16 pcie lanes

8x for each card is still fine, but going lower than 8x is generally not recommended

As we all know, Crossfire/SLI won't exactly give 2x the performance. But yes, it is woth going to 8x to utilize 2 cards instead of 1

This also depends upon which GPU's you plan to xfire.

Yes.  The 8x pci-3 3.0 standard is faster than your cards' throughput.

The difference in FPS between GPUs running at 8x and 16x is near unnoticeable.

You will notice no degradation at 8x. The proof can be seen in games and benchmarks that scale perfectly showing double the score.
