Steam launch error, HELP!

I am attempting to play Naruto Storm 4 after just downloading it a second time. I've uninstalled the graphics driver, did a fresh driver install, uninstalled then re-installed the game and can't figure out what the issue is. I went through the settings to have the game launch on potato integrated graphics and it works that way yet my GPU(GTX 965M) will not work with it. The game launches and audio plays but no game is displayed just the game windowed and white.

I'm starting to think it has more to do with GPU support rather than just this game.
