Internet Randomly Disconnecting

I've had a problem for the past couple of days where my internet randomly disconnects for ~5 seconds and then reconnects. I've tried switching the ethernet cables around/restarting the router/restarting pc/ turning off the "Allow the computer to turn this device off to save power" option in device manager and nothing seems to work. My router is a Cisco E1200, I have Time Warner Cable and Windows 7, I am also not wireless.

This issue usually occurs is whenever I load a webpage or update one of my games. I haven't changed anything or downloaded anything recently that would have changed settings.

Are you torrenting? They may be throttling your connection.
