Need help deciding what to do about using a riser.

I am trying to recreate the pc desk that linus just built and i am currently in the buying stage for all of the parts. One thing i am having problems knowing what to buy is a pci-e riser for my gpu. I am needing to move my gpu off my motherboard to lay it flat next to it and for that i will need a riser. My question is should i trust the cheap risers on amazon or newegg when they have so many bad reviews about them destroying hardware? I have considered buying a good quality one like a 3m riser but at the same time the idea of a riser is so simple i can not see how as long as the cheap ones use a correct pin out they would not work.

its best not to risk hardware.

You have a great point but so far I have done a fairly decent job at keeping it cheap by buying things like the radiator and water blocks used and  i am kinda wanting to keep it as cheap as possible without cutting major corners like this is necessary. so far everything should be about 800$ when i finish.

Wow, good job. What specs are you going for?

Also, aren't used watercooling parts kinda risky?

i5 6600k and GTX 1070 but I play 1600-900. 1440p BABY!

Still, don't put too much faith in my buying decisions. xD

I am going to be moving over my current system which is an Intel I7 4790k on an Asus z97 ar board. For my gpu I have an AMD r9 290 that will also be water cooled in the desk. Things like the radiator and waterblocks i don't see much that can go wrong with on them or even wear out so I don't mind taking the risk buying used, as for things like the pump yeah they can wear out that doesn't bother me either as long as I can get it cheap enough. (this is also my first custom loop so maybe i am completely wrong and will have to spend a hell of a lot more that I orginaly thought to replace all the used party, Fingers crossed i wont though.)
