A 750Ti consumes up to 75W (no PEG) or maybe 100W (OC) , a 1070 is around 150-200W typically. You quoted the PSU requirement from Nvidia. Basically if you use a shit PSU, you'll need a 500W unit to barely power it without causing an inferno.
