Unrecognized file

Please help me to solve my problem with Microsoft Access 2013. I cannot open mdb file. I recieve the following error message: Unrecognized file format .mdb.
Any suggestions?

Reinstall or repair Access. Make sure you tick mdb as associated file when you select components to install.

I have tried to reinstall and converting. No luck.

There is some data that can be gleaned from opening an MDB in a hex editor, there is not that much. Also you can open your file here https://www.openfiletool.com/mdbopen.html
