What ISP? There has been problems between some ISPs and Youtube recently.

clear your youtube cache it might help

I have this same problem, I can watch Twitch 1080p fine but when it comes to YT I struggle with 240p :| hate my ISP

hate YT, it used to have a stop downloading function, less adds, a stable stream even with low bandwidth and it just plain worked better before it started getting so money hungry.
