Odd stuttering in AC 3

So I got Assassins Creed 3 sometime last week. My brother started playing it and said the camera was jumping around a lot. I told him to record a video of the situation. We searched for the problem on google and we got barely anything. If anyone knows what is going on, thank you for your help.

I'll try that after more suggestions come in. Doing that could take a while.

I had the same issue as you I found turning down the settings are restarting my pc helped the issue.

Reinstalling the game would more than likely fix the issue, I understand if your internet is terrible (like mine) it would take a while. You could try reinstalling the graphics driver. 

Internet is not the problem, I was just hoping there would be a fix in the settings. I will reinstall right now.

I have everything at normal, using a controller (which helps), and I have restarted countless times.
