Is there a website/application where I can make my own secret message decoder?

I want a website/application where I can fill in a=c b=e etc. so that I can then insert a message and decode it for me.

Put a letter inbetween each letter in the word so hello becomes ahbecldlfo

Each message decodes differently. Some secret message could be based off a book. You know how many books are there? Me neither, but I am sure it is insanely huge

What you're thinking of is something similar to the Vigenere Cypher : https://en.wikipedia.org/wiki/Vigenère_cipher

You could do something like this with Excel Macros. Or other macros. Its Find an replace and mark which letter is replaced with which.
