i have an Wacom Intous Draw and Touch small. good drivers good tracking and minimal latancy. i got mine minimally used for $30ish IIRC and have used it to mainly play OSU but also to draw some things and as a replacement for the shitty touch pad on my school laptop

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Builds:

The Toaster Project! Northern Bee!

The original LAN PC build log! (Old, dead and replaced by The Toaster Project & 5.0)

Wacom bamboo

This line was canceled quite a bit ago.

What replaced them was the Waccom Intuos line, either Normal or Pro.  Pro adds some nice features but if you're starting it isn't that necessary.

No huge budget but I'm looking for a nice drawing tablet that can be connected to a pc for my brother

You basically have the two options I listed above if you want a "good" tablet.  I've purchased off-brand ones at times, and while they work, the few extra dollars spent on Wacom do make a difference.

You're really looking at two physically different tablets here.  Either Pen only or Pen plus Touch (think laptop touchpad).  Personally, I hate the touchpad because my mouse works better for what I do, but that is my workflow, but with it being connected to a laptop, having a larger touchpad would be nice.  The difference in the lines linked above really comes down to this:

Draw: Basic, Tablet + Pen with Drivers

Draw + Touch: Tablet + Pen with Touchpad with Drivers

Draw + Touch: Tablet + Pen with Touchpad with Drivers

Draw + Touch Photo: Tablet + Pen with Touchpad with Drivers and photo editing software by Wacom

Draw + Touch Comic: Tablet + Pen with Touchpad with Drivers and graphic editing software by Wacom

So if your brother has software he uses, you can skip the extra price and just go with the base line versions.
