Where shall I build a PC?

My kitchen with tiled floor and small table or dining room with big table and carpet?

you will probably appreciate the bigger table in the dining room

Edit: Actually, the answer is somewhat based on where you live, if its dry, and static builds up easily, then stay away from the carpet. Otherwise go ahead. I built mine in my bedroom, both on the desk and on the carpeted floor.

anything that dosent conduct static , wood , plastic , rubber, pot, ect... and if you dont have a static wrist strap be careful to not charge yourself by wearing cotton clothing or any fibers what rub and cause friction , and do it bare foot and stand on wood or tiles or a plastic board , and once in a while touch your case i think to get rid of a static charge

As long as you aren't completely retarded, you can build on carpet. I've placed my whole rig on its side on top of a carpet, and got everything in like that.

Since dining tables tend to be big, you should be able to put everything on it and avoid the carpet. That would be your best bet, just don't put anything except boxes on the carpet.
