And which is better Core i5-3330 or i5-2400?

And what does that 2200(OC) mean? Can it run 1600 mhz? Or not? Im a newbie at this.

Yes, with a bios update it should.

The i5-2400 is just a bit better. like 3% better.

The 2200(oc) beans that you can get up to that ram speed if you overclock it.

But maybe its still better to get 3330 because it has lower power consumption and its newer ?

Yes, and if  you want to overclock, you will get a better result.
