When I followed this as a guideline I didn't notice windows being noticeably more snappy, but my usages on idle did go down.

 

You're sure your GPU is on the latest driver?

 

MSI afterburner is what I use at all times while my PC is on. For monitoring and overclocking. Love it.

I'd also run sfc/ scannow in admin command prompt to ensure the integrity of your windows install. But it would surprise me if that was the issue. I'd also be surprised if you had a virus though to be honest. I'd check your list of  programs and uninstall everything you don't need. First thing I do when helping my friends speed their hell-machines up.

Those are the tab out of the game. My game, this time didn't stutter as much. When I using discord and playing with friends the game will dips frames a lot.

He's not anywhere near maxing out his RAM. Memory usage should be maxed out when gaming, that's GPU memory.

Okay, close out of all programs/processes that are not critical to the game and see if the issues subside.

No, his max system RAM was 7.2 out of 8GB and he's using 11GB of virtual memory. He's basically maxing it out.

Well your CPU is maxing out sometimes, but given what you said about issues persisting in idle time, that doesn't seem to be an issue really...

It is 8gb and I usually have more background processes open. Guess I need more ram. Thanks for the help everyone. Really appreciate it :).

sall good :1 I can't see anything wrong from those monitor graphs, knowing the dips in usage were caused by tabbing in and out of the game. If I had not know he was tabbing in and out then I would look into the gpu usage dips. Has to be a driver issue, because temperatures and voltage are not throttling the card

Or just don't run background processes and 8GB should be ok for most games. Your CPU is also maxing out which may cause frame dips. Closing background processes may help with this too.

You are correct. I didn't look at the max MB on the RAM graph, max should be higher than 7210MB.
