I mean if you can fit that into the budget, hell yeah. Go with a 250GB Samsung 850 Evo and 1TB WD Blue. Seagate is fine IMO, but if you've had bad experiences in the past I understand.

WD Blue 2tb and a SSD will be great. If you need more storage then you can get more.

250 ssd and 1tb hdd.

"Considering the budget" well that depends how much the other parts cost and how much you'll have left over. But buying extra storage just because you can afford it in the budget would be pointless, buy more when you need more.
