Fallout / Skyrim Texture and graphical mods

OK, texture / graphics / lighting mods have NEVER worked for me. In any of these games (fallout 3/4/nv skyrim) I use nexus mod manager and I see a really great, almost realistic video or screenshot that lists the mods used but i never get close to that level of quality showed.

I know they're enabled, some of the mods are visible like darker power armor and such but with all of the recommended "4K texture packs" and "ENB lighting" i can never get the game to look well enough to justify them.

Is there something i'm missing?

Games set to max settings at 1080 btw.

I actually decided to can the idea lol. i didn't realize that modding the pc version of fallout 4 would disable achievements. Knew about skyrim SE but I thought fallout was excluded from that. so I'm working on my last few achievements before i come back to modding.
