Cpu core unparking, does it effect overclocking potential?

I would say no.

 

Parking is simply a low energy state that turns off cores when not needed. 

 

Ninja post above me: Yeah, forgot about that. My old Mobo says that "disabling this setting (essentially low energy mode/parking) may make an OC more stable.

 

I don't know if it was exactly "parking" but on the old Mobos it'd reduce the clock speed of the CPU (below the normal speed, not talking turbo boost here) when it wasn't being used. I turned that off when I overclocked.
