The bandwidth will get used by whoever is using it. For example, if you're playing an online game, then someone else on the network starts downloading something, the person whose downloading will be using it all, and there will be none left for your game.

 

There's ways with routers to split it evenly amongst people, but I would usually just set a hard limit on what each device can have.

You can prioritize traffic using QOS-Quality Of Service to avoid the issues with being unable to get bandwidth if someone else is downloading files etc.  This is only locally significant on your LAN and will control priority of each hosts traffic. QOS is usually disregarded on WAN connections by your ISP.
