I say no but I don't know for sure but I remember I had an optiplex 750/60 (don't remember) and only acc3peted 8gb ram (4x2) but it could be different for 755

Because the memory controller for LGA 775 was on the north bridge chipset, RAM is determined by the motherboard but I m not awear of any LGA 775 boards that support 16GB, I don't think a dell would if high end consumer bought ones didn't.

firt one is blurry and there is a giant heatsink and fan blocking the way so I tried to get the best shots

That motherboard only supports up to 8Gb (4x 2Gb or 2x 4Gb) I'm afraid, you'll have to get a newer LGA 1156 at least for 16GB DDR3 support. I'd advise no older than LGA 1150 unless you can get a whole package really cheap.

thats ok I'm probably just going to end up putting Macintosh Plus On it and installing a floppy drive. :P

That is what old PCs are best for since they still have 100% legacy support.
