Is Graphical Settings: 3 Ultra? Looks to be solidly in the middle, so unless they have two settings above that, he's not playing maxed.

The 6100 is a little slower than the 6300 so you'll see a boost there as well.

His FPS drops to 40, and the graphics are not maxed.. pixelated shadows and horrific looking graphics, get your eyes tested and stop believing BS on YT.

Just cause it has black bars doesnt make it 480p he could be using a different aspect ratio.

His fps does drop down to 40 but that depends where you look and most of the time it is 50-60

Rust isnt suppose to look good, its not BF1.

and his settings arent max i realise that now, i believed his title for some reason

His preset is somewhere between 4-5 out of 6 and the 6100 as you said is a "little" slower.

Alright well lets just say, it's his CPU then.

I have a question about my PC.

 

I have a i3 4340 and I'm gonna get a 1060, am I gonna be bottlenecked by the CPU?
