cpu cpu usage maxed out by any game

recently ive been getting lag in games due to my cpu maxing out. i have an i5 4690k base clock. never had an issue before but now even counter strike is using 90% of my cpu  also my temps are normal

Well CSGO isn't fair since its a CPU intensive game- as most source games are.

What's your load at Idle?

Well first, I'd say Overclock! You got an unlocked CPU, you should use it!!!

Also double check that your CPU usage is all coming from the game (run in windowed mode and keep task manager open as well)

If all the usage is coming from games, try turning down things like anti-aliasing, draw distance, shadow detail, those use a lot of CPU. You should also try reinstalling the games as well first, as well as updating your drivers for the GPU and running a BIOS update if possible. Just to cover your bases

yes all of the usage is coming from the games. and i have done all of that except a bios update

Have you cleaned the internals of your PC recently? Could be getting dusty inside. My work computer runs from 9-12% with a few work related applications open using an i5-4590 cpu. Something has gotta be running in the background causing some issues.

It should be lower then that... Unless you're on windows 8. Windows 10 should only use about 5%

not recently but my temps are 100% normal.

actually its more around 7 or 8

What version of Windows are you running? That may not even matter actually but it's good to know. While Windows updates are in fact annoying you should make sure all the updates are up-to-date. If not they may be running silently in the background and if you've turned updates off for a while it will take indeed much longer to get them all back up to date.

 

tl;dr

Update Windows, reboot 1 or 2 times afterwards and see if issue still occurs.
