got my 6700k at 4.7ghz (lucky chip) problem is it's at 75c at idle what would a good cooler would be

So how do you already know that your chip is stable at 4.7 GHz if your idle is already that high?  If you are idling at 75c how could you possibly run a stress test, which would confirm that you are stable at 4.7 GHz and have a so called "lucky chip"?  O.o

it's running at 4.7 not stable crashes on cinabench but stable enough to render and play games it blue screened on 4.8 when i tried it on turbo out of curiosity

How crazy do you want to get.  Custom loop or AIO?

 

If AIO, I'd just pick up a Corsair H115i or H110i or any other quality AIO.  They aren't going to change that dramatically between the top AIOs.

Budget? Also, what voltages you are running and how high temps get under load? 75C idle is far from normal since CPU underclock/volts while its not being used. Such high temps at idle usually mean that cooler isn't working as its supposed.

I'm using a hyper t2 and when it was at 4.4 the temps were really good

My guess is that the voltage is set to Auto and the cause of temps being too high. Also, the T2 isn't an impressive cooler and expecting more than 4.4ghz on a  6700k out of it is too much.

Personally I would lower the clock down to maybe 4.4ghz - 4.2ghz and maybe if you want to keep it at that temp gat a copper base liquid cpu cooler with a 240mm radiator to increase cooling capacity like the cossair hydro h100i but if you want a air cooler you will have to get a pretty beefy cooler like a cooler master master air maker 8.
