4k programs supposed to look pixely?

So I have a 4k TV running @ 30Hz with HDMI 1.4 (waiting for HDMI 2.0 cable, and newer graphics card)

So in games right now in overwatch, etc. Things look really pixely (like they were upscaled form 1080p)

So get this my GTX 750Ti is supposedly getting 100FPS+ @4k Medium settings LOL imagine.

Nvidia control panel, and my TV are saying it is running at 4k and it is 4k in the overwatch settings but why is it not 4k.

Also why do some programs look really pixely

Some programs don't have support for high DPI, so Windows will render them at their native resolution and scale them up using basic interpolation.

Games will do this too if they don't have support for resolutions higher than they were intended to run. The only example I can think of is running the original Call of Duty 4, a lot of HUD elements don't scale well past 720p (or at least 1080p)

Poor UI scaling on high DPI resolutions will cause this. While I won't fault older games or software for displaying UI elements poorly on super high resolutions, I will say what I always say about the current state of 4K for today's Operating Systems: it's not ready yet. Windows 10 and Office 2016 still scale extremely poorly, despite being Microsoft's latest OS offerings, and Adobe really needs to get their poop together in terms of their Creative Suite of applications. MacOS does a slightly better job of scaling, but they have similar issues with certain less commonly used dialogue boxes, even within Apple's own included apps.

As for games, you might want to upgrade from that 750Ti for 4K gaming ... I'd wager something isn't actually running at the correct quality settings if Overwatch is apparently playing at 100+ FPS on your card in 4K at medium settings. Sounds a bit... fishy.
