URGENT CHECK: Budget Gaming CPU Build 1080P ULTRA 60FPS Goal

Hey Guys so I am fairly new to the whole Computer building thing, and I am currently trying to build a 1080p Ultra setting gaming rig. I wanna play games like Total War Warhammer, The New Mass Effect, and other sort of games like that! I have around 600 to 700$ to spend. This is what I have come up with so far, I do not need a monitor, keyboard, mouse, Windows, or speakers. The main things I need are all the actual hardware in the CPU. I don't ever plan on gaming past 1080p so if that helps let me know, here is what I have picked out so far: PLEASE LET ME KNOW WHAT I COULD UPGRADE ON!

HP don't make memory.

Get a better power supply.

Change the video card.

Alright I updated with PC Part picker! I like some of these ideas but, im not sure if I'd rather ditch my 1060 for a AMD, isn't the 1060 6gb better than the AMD by enough for future proof?
