While this is true the latest generation has improved significantly over that of the previous.
Crossfire will have more compatibility issues than a single card but will be far more powerful that a 1070 when it works.
It's a choice you have to make
Honestly I can't think of a scenario when you would need 3 480's BUT you can CF past 2 cards, just can't SLI for Nvidia

I've ran crossfireX sadly many many modern games don't simply care you are using corssfireX and I played countless games (if not all) with the second card sitting at 0% utilization.

 

Just something to consider, you could get an even better card by saving that extra cash from the second card.
