If you don't absolutely need brand new, look at used.  A lot of sellers on eBay have return policies if parts don't work, and if it's on Craigslist, you might have a chance to test the product before buying it.

no. because you also have to pay extra money for a motherboard and most game won't be needing that unless you are doing something extremely cpu intensive

the motherboard is only $20 more than the h170 version and cpu is about $40 more

what would be better for retaining resale value?

a Macbook :D

Seriously tho Custom PC's use a lot of value, and you probably have to sell the parts seperatly. Another thing for me, was that i couldnt be efficient at the pc i gamed on, but YMMV.

It would also be interesting what you study and what games you plan to play with it.  btw at university i hardly ever had time to play games

the 4gb 480 is $80 cheaper witch isnt a big deal here, but for 1080p, would the 8gb be too much vram?

8gb are definitely not necessary for 1080p, but there's more to it than that. An rx 480 is faster than a 470 regardless of whether you use the extra vram or not. You can scale it down, but you won't get similar performance. An rx 470 is fine, but I'd keep the 480 if you have the money.

I got the 8gb already purchased. In the end i dropped the 6600k for a 6500 and the z170 for a ASUS H170M-Plus. It has a usb-c (usless) but also an m.2 slot if i need it in future. The 8gb card will help if i decide to get a 1440p monitor. Total cost in the end was $1291.05 NZD ($909.40 USD)
