Need Desperate help

So I torrented some file and it contained Malaware

 

It put fukin group policy's and I can't rid of em

I cant run malware bytes

I cant open chrome

 

What should I do?

How do I get rid of group policys?

I'd nuke the drive and reinstall windows. There's prolly another way though ^
