Is it ok if a piece of metal is touching the plastic top of a chip?

should be ok but photo please. 

I'm in a situation where my heatsink backplate is touching a big chip on the back of the motherboard when everything is tightened down, is this a big issue or do I need to electrically insulate?

i do not know what that chip is but i think it should be ok. there does not appear to be any pressure on it or metal contact or RF capacitance issues.

If you want to be overkill safe, maybe place a thin, non conductive material there, but looking at that, it's nothing to worry about.

You could also just cut a slight angle out of that backplate.

BUt that would void warrenty ofc.

I'm looking at the blurry shadow and i think a piece of paper might be able to slide in there. in any case i think its fine to leave it as is. the backplate is just structural and as long as its doing its job holding shit up it should be sweet as.
